Kogito should not be built with non-productized version of Quarkus

    Description

      The CR1 build was built using 1.11.4.Final version of Quarkus (judging on contents of maven artifact org/kie/kogito/kogito-build-parent/1.5.0.redhat-00001/kogito-build-parent-1.5.0.redhat-00001.pom).

      1.5.x branch of kogito-runtimes defines 1.11.5.Final version of Quarkus, while latest released is 1.11.6.Final (which maps to latest released micro of RHBQ 1.11).

      To make sure correct version is taken during the build, upstream version needs to be in sync with the productized RHBQ version, so we should upgrade to 1.11.6.Final on 1.5.x branch of kogito-runtimes.
