Today, the kie and maven repositories are not persisted, which means that, for every restart, if needed, all KJar's dependencies will be pulled again and the kie local repository recreated.

For large environments, the startup time can be jeopardized by the re-download process of dependencies.

With this issue, a new option will be added to the operator, that, which true, will enable Persistence Volumes for  /.kie/repository. and /.m2/repository.

This change will not break backward compatibility.
