Steps to Reproduce:

Deploy 7.4 Authoring template to OpenShift.
Open Business central console.
Open Business central settings, select users. Add new user.
Scale Business central to 0, then back to 1.
Check Users in Business central settings, the added user is missing.

Changes done by customer in Business central related to users and roles are not persisted. If new Business central pod is started then all the changes are lost.

In case Business central is using persistence the changes related to users and roles should be persisted.
