Add SCRIPT_DEBUG variable to the image.yaml file for all images

In RHPAM-1806 was added option to print the smart router JVM Properties during the startup. This should be set by env variable SCRIPT_DEBUG=true to the image.

SCRIPT_DEBUG variable should be added to all image.yaml files, so this variable is for image and users can find it's description.
I don't see a need to put this variable into the templates.
