The only way (Hack) how to fix it is to revert the commit when the empty group was saved (or edit the nav tree json file manually) in plugins.git
Steps to Reproduce:

Hide

1. Create empty navigation group in the navigation tree under Workbench group.
2. Save the changes to nav tree. (At this point error modal appears "" - dismiss it)
3. Logout and login (alternatively just refresh browser with F5)

Actual result: Modal with error "Unable to complete your request. The following exception occurred: Parameter named 'items' should be filled!." is displayed, this can't be fixed from UI
