Make table header action items explicitly visible in the ui.

      The action items connected to resizing and moving columns appear in DOM only when the table header is hovered over, which makes it (apart from the lowered usability) harder for Selenium testing. Also, the move handle appears only in small portion of the header, while it could easily appear after clicking anywhere on the header as we are used to from other editors.
