Deploy RHPAM central monitoring on OpenShift and scale it up (e.g. to 3)

The issue is that Apache Lucene, used for indexing, is running in the monitoring image and it doesn't support scaling, so it fails.

I'm investigating as to whether we can/should remove Lucene, change its persistence location or how else to resolve this.

We should be able to remove Lucene from the monitoring app.
