replace kube-rbac-proxy in all operators (deprecated since 2024)

      kube-rbac-proxy is deprecated: see https://github.com/kubernetes-sigs/kubebuilder/discussions/3907

      Replace kube-rbac-proxy with controller-runtime WithAuthenticationAndAuthorization

      This will involve slight changes in each operator and some updates to openstack-operator's initialization resource to run operators with the new settings.

      Our current version of controller-runtime appears sufficient to make this change. (no update of operator-sdk or kubebuilder is needed)
