      With this update, you can enable notifications in the Block Storage service (cinder) and Shared File System service (manila) by using the `notificationsBusInstance` parameter, allowing integration with either the existing RabbitMQ instance or a dedicated RabbitMQ instance.

      Feature Overview 
      As part of the Feature described in [1], add the parameters required in the Storage operators to support notifications.
      A new parameter has been introduced in the operators to enable/disable notifications, and storage operators should be consistent with this choice.
