Based on the ProdChain Survey Readouts documment we need to set a way of deploy or not a SNO openshift cluster directly by the CI jobs.

There are some jobs that have "SNO" or "CRC".

We need to check if ci-framework has a easy way to select SNO and how the job would trigger that deployment path.
