Feature Overview (mandatory - Complete while in New status)

Pre FR5 RHOSO typically creates a shared RabbitMQ user for all services. Now RHOSO has a standardized interface (messagingBus and notificationsBus) that allows for dedicated service users.

This feature enables Rabbit vhost in our CI pipelines selectively so that we run full deployment with the new message bus structure. This ensures that RHOSO services can successfully use dedicated service users and vhosts instead of a shared default user.
