Backport netmiko_cumulus_nvue driver into RHOSO 18 (NGS) for OSAC

      This feature is required to enable OSAC testing and validation of NVIDIA Cumulus NVUE switches with RHOSO 18 using Networking Generic Switch (NGS). Without the netmiko_cumulus_nvue driver in downstream packaging, NVUE-based switches cannot be properly integrated or certified, blocking hardware enablement and testing workflows.

      Functional Requirements:

      1. Include netmiko_cumulus_nvue driver in downstream RHOSO 18 packaging of python-networking-generic-switch.
