Feature Overview 

Watcher currently uses the python libraries to talk to other OpenStack services (novaclient, cinderclient, etc.). Those libraries have stopped receiving updates or will be deprecated soon in favour of the openstacksdk. Watcher should use the openstacksdk to communicate with other OpenStack services.

Goals
Change Watcher to use openstacksdk to talk to other services instead of the individual python client libraries.

• Users will benefit from Watcher having access to the complete featureset of other services

Done - Acceptance Criteri 

• Watcher can communicate with other services via openstacksdk
• Watcher is availble as part of the openstacksdk
