Fully supported strategies should have a consistent set of options to configure parallelization

2. What is the nature and description of the request?
Customers with hundreds of nodes will probably be more most interested in watcher because significant financial benefit will be visible at for those who have big RHOSO deployment. But in this case cloud operators may have to deal with significant number of compute nodes and resources on them. As a result, they will likely would want to parallelize actions and have relatively flexible set of options how to do this (for example, it is possible to simply run live migrations in parallel; it is possible to take actions for different hypervisors in parallel, while being sequential at hypervisor level and so on). From my perspective it is also important to have consistent parallelization options for different strategies, so operators won't have to figure out low-level details each time.
