Make DPDK default for Networker Node deployments

2. What is the nature and description of the request?

With the completion of RHOSSTRAT-187, we support DPDK for networker node deployments.  At this point since nearly all enterprise grade NIC cards support DPDK, we should make DPDK the default for a networker node.  

3. Why does the customer need this? (List the business requirements here)

Significant forwarding speed improvements for zero cost.
