      As a user, I want to be able to chose what imagebackend an instance uses on a per-instance basis, implying that compute hosts are able to support multiple imagebackends simultaneously.

      This feature would allow me to have instance with very low storage latency requirements (and therefore local storage) coexist on the same compute host with other instance that are less latency-sensitive, and are happy for their root disk to be on Ceph.
