Block Storage Backup Unmanage

2. What is the nature and description of the request?

Implement a backup un-manage ability.

Like volume un-manage, this would make cinder "forget" about the backup without touching the backend.

For backups of encrypted volumes, cinder creates a secret in barbican; this secret should be removed from the key manager as well

3. Why does the customer need this? (List the business requirements here)

Customer switched from the ceph backup driver to the swift backup driver and could not delete any of the old backups; attempt to delete resulted in the error message:
"Delete backup aborted, the backup service currently configured [cinder.backup.drivers.swift.SwiftBackupDriver] is not the backup service that was used to create this backup [cinder.backup.drivers.ceph.CephBackupDriver]"
