There is a request a support of OVS3.6 in OSP17.1.

Business justification (mandatory -
Currently, we have multiple issues related to performance about OVS.
1. Remove hardcoded rxq upper limit(4096) from OVS3.6.
2. Disable ovn-encap-csum for IPv6 from OVS3.4
 
Our downstream principle doesn't create a downstream only patch for OVS.
Due to that, to use those features, we need to provide the newer OVS version with OSP17.1
