Feature Request Overview 

Extend this functionality [1] to add the ability to limit the number of snapshots for any Cinder volume, similar to Snapshot Limit Quotas, but applied at the Cinder configuration level and enforced by default for all volumes.

Functional requirements

• Limit the number of snapshots created from any Cinder volume.
• Have a related parameter in cinder configuration level.
