Support cinder replication and "workload recovery steps" with distributed zones. Each zone's backend replicates to at least one other zone backend so that if one zone goes down you can restart the workload on another one.

Since VM will restart on another AZ, specific requirement may applies on both nova and cinder.

How would this feature benefit the customer?

Customers, specially the ones coming from traditional virtualisation solution have strong requirements in terms of data recovery and failover. They want service continuity in case a local storage backend failure happens and be able to restart workloads on another zone.
