See if we can remove one step in the FFU from 16 to 17 by upgrading Ceph from 5 to 7 directly and skipping 6.

1. It looks like I can now skip RHCSv6 and upgrade from 5 directly to 7. 
2. Should we update the FFU docs to skip the RHCSv6 upgrade after we test it?

The customer is able to FFU with one less step to save resources and time.

• We test that we can skip the RHCS 5 > 6 >7 upgrade by doing directly from 5 > 7
• We update our documentation
• We update any automated testing

Product code changes shouldn't be required, just testing and documenting.

Describe the customer impact

The FFU process will be easier for the customer because there will be one less step.
