Steps to reproduce
1 Visit a documentation : Say : https://mimir.corp.redhat.com/documentation/en-us/red_hat_openstack_services_on_openshift/18.0/html-single/deploying_red_hat_openstack_services_on_openshift/index/

2 Scroll to the end of page
3 Hit tab

Expected: If you hit tab once , you will be popped with "Skip to navigation " , ideally , the page should remain to the point it is scrolled to and then if you enter and select skipt to navigation , page should move up to the navigation
Actual: As soon as tab is hit , page moves up .
