Document how to troubleshoot a failed step in the Pipeline run
Today if a Pipeline Run step failed there are some steps that we need to do in order to identify the root cause

There is a feature request open to improve the UX https://github.com/opendatahub-io/odh-dashboard/issues/1247 but in the meantime, we should clarify how the user can troubleshoot in the document
