To keep the size of the cluster from growing beyond our limits, we should limit the time a user can use a notebook or how long it's left idle. We could cull idle notebooks after a set time.

This depends on the solution designed in ~~RHODS-1388~~ for how we'll know when we're running in the sandbox environment.
