Scale testing sandbox cluster for large numbers of users and namespaces

      We should add usability testing to RHODS on a cluster with 3000 users.  Any algorithm in RHODS that will not scale must be adjusted.  e.g. A procedure which searches through all namespaces for an operator will not scale.
