In the RHODS sandbox environment, we need to be able to restrict the ability to enable any ISV content. We'll need some sort of feature flag in the odh dashboard to be able to hide sections of content if running in the sandbox environment. The entire "explore" tab should be hidden/disabled.

This depends on the solution designed in RHODS-1388 for determining whether we're runnign in the sandbox environment.
