ODH nightly builds use 1.18 branch of cpaas-midstream for the build. Currently the build is unsuccessful because the Dockerfile is old. See error in this thread : https://redhat-internal.slack.com/archives/C03UA0RLSQM/p1688556482480119 

Action items : 

• update cpaas midstream dockerfile. I have one example that is mostly working : https://github.com/VedantMahabaleshwarkar/modelmesh-serving/blob/nightlies/Dockerfile.nightlies
•  odh-manifests will use the `nightlies` branch on RHDS/odh-manifests as the source.
  •  We need to put the `fast` manifests from ODH/modelmesh-serving `main` branch into RHDS/odh-manifests `nightlies` branch
• Trigger a cpaas build and verify build sucess status
