"hello world" pipeline submitted from Elyra does not work on FIPS enabled clusters

      Description of problem:

      Running the example Elyra pipeline (https://github.com/redhat-rhods-qe/ods-ci-notebooks-main/blob/main/notebooks/500__jupyterhub/elyra/run-pipelines-on-data-science-pipelines/hello-generic-world.pipeline ) we use in all our testing fails at the first run step on FIPS-enabled clusters, regardless of Pipelines operator version.

      These are the logs of the pod running the first step of the pipeline: pre-upgrade-837fb-run-a-file-pod-step-main.log

      Prerequisites (if any, like setup, operators/versions):

      RHODS 1.28+

      FIPS Enabled cluster

      Steps to Reproduce

      1. On a FIPS enabled cluster, install RHODS 1.28+
      2. Create DS Project
      3. Create Data Connection / Pipeline Server
      4. Start Workbench with Elyra
      5. Clone the example pipeline
      6. Submit it to be run

      Actual results:

      In the pipeline run, the first step of the pipeline fails with error message `ValueError: [digital envelope routines] unsupported`

      Expected results:

      Pipeline runs successfully
