OVMS 2023.0 has a bunch of great new features:

Better TensorFlow support

Nvidia GPU devices now work with AUTO, HETERO, and MULTI target devices which will simplify our deployment mechanism

For now I have it only building on the new branch, because we can't call make directly since the makefile itself executes the docker builds, and we instead need to replicate changes made to that into openshift-ci

Acceptance criteria: OVMS is built in openshift-ci and the new image tag is added to the RHODS deployer and manifests
