RHODS should list support for TensorFlow models on OVMS in 2022.3+

      Description of problem:

      In the dashboard and servingruntime, OVMS doesn't list support for TensorFlow, despite it being present in 2022.3-release

      Prerequisites (if any, like setup, operators/versions):

      Steps to Reproduce

      1. Install RHODS
      2. Attempt to create a model through the dashboard
      3. Notice there is no option for TensorFlow as the framework

      Actual results:

      TensorFlow not shown

      Expected results:

      TensorFlow shown as an option

      Reproducibility (Always/Intermittent/Only Once):

      Always

      Workaround:

      This can be manually added to the servingruntime
