Data Science Pipelines "Install operator" button doesn't work

      Description of problem:

       
      I just installed RHODS 1.27 build iib:497251 (created in the last 24h) in a PSI cluster without OpenShift Pipelines operator installed.

       

      The Dashboard is showing correctly that the operator should be installed (see attached screenshot), but when clicking on "Install Operator" nothing happens.

       

      Looking at the browser's console we see

      caught DOMException: Failed to execute 'open' on 'Window': Unable to open a window with invalid URL 'https://console-openshift-console.30.0.1/operatorhub/ns/startup-pipeline-state?details-item=openshift-pipelines-operator-rh-redhat-operators-openshift-marketplace'.

       

      The problem is the ".30.0.1" part. If I replace it for the cluster's the link points to the right place in OperatorHub:  https://console-openshift-console.apps.ods-qe-06.rhods.ccitredhat.com/operatorhub/ns/startup-pipeline-state[…]redhat-operators-openshift-marketplace
       

      Prerequisites (if any, like setup, operators/versions):

      Steps to Reproduce

      1. Create cluster
      2. Do not install OpenShift Pipelines Operator
      3. Install RHODS 1.27
      4. Go to Dashboard > Data Science Pipelines
      5. Click on "Install operator" and verify nothing happens
      6. Open browser console and see the error

      Actual results:

      Expected results:

      When clicking on "Install operator" a new window should be opened going to the OpenShift Pipelines entry in OperatorHub

      Reproducibility (Always/Intermittent/Only Once):

      At least once. I'll update this after testing in more clusters

      Workaround:

      Manually install OpenShift Pipelines operator
