      What is the feature?

      `kserve/kserve` have autoscaler but kserve/modelmesh did not have it before. With this feature, `kserve/modelmesh` will provide autoscaler using HPA

       

      What version will have the feature?

      RHODS 1.28 or RHODS 1.29
