[Tracker] Got the `file exists` error when different digest direct to the same tag for oc-mirror 4.12

Description of problem:

It seems that despite providing a list of images in the additional images of the ImageSetConfig, some of the images were not pushed to the private registry (the images which are not pushed are from additionalimages section and with random images).  Images with the same image name cause issue while pushing the images into a private registry. 

Note: This issue is a tracker issue it will be verified with Rhods once fix is released with oc-mirror  

Workaround:
podman login <your-private-repo-url>
podman pull quay.io/<username>/<image-name>:<tag>
podman tag quay.io/<username>/<image-name>:<tag> <your-private-repo-url>/<image-name>:<tag>
podman push <your-private-repo-url>/<image-name>:<tag>

Additional info

the problem is in the mapping.txt all the images with same name is assigned tag as latest as there are multiple tags as the latest oc mirror is not able to push
