The JupyterHub database is currently a single-node PostgreSQL deployment which is not highly available. This does not meet the MTSRE team's requirement that all components of RHODS be resilient to OSD node downtime. To solve this, we've decided that we're going to replace the PostgreSQL database with an AWS RDS instance in OSD.
The RHOAM team does this same thing, so we'll copy their implementation. Use the cloud resource operator to create the RDS instance and pass the connection paramaters to the JupyterHub pod.
As part of this, we need to produce a CPAAS build for the cloud resource operator.
