Currently, any resource limits and configurations are hardcoded in the templates and are not editable.  This means RHODS must be configured the same way for a small cluster as a cluster meant for thousands of users.  We should look into parameterizing these limits into an editable deployment configuration.  This means investigating settings for number of replicas, memory and cpu requests and limits.  The operator is assumed to need some work to support this
