The odh-dashboard/ manifest directory structure in rhods/odh-manifest is out of sync with the current flattened layout that moved the `authentication` overlay into the base deployment.  

We need to synchronize the odh-dashboard manifest so that it has the same kustomize manifest structure as the odh-dashboard/manifest/ repo.  There should be no functional change as this update is a refactorof the deployment manifest directory structure
