Currently debugging Jenkins requires each QE member to have her/his own instance,

which involves maintenance, instability, and duplicated VMs and PSI resources.

ODS-QE needs a Playground Jenkins that will be served as a staging jenkins before merging to main Jenkins.

This will also served for attempting the Jenkins-CSB with containerized agents.
