Once the infrastructure is in place to send notification events, configure it for actual notification conditions. Specifically, generate notifications if a JupyterHub notebook PVC hits 75%, 90%, and 100% of capacity. Also send a notification, if a notebook pod is restarted or if a notebook pod runs out of memory.
