As discussed in https://github.com/opendatahub-io/data-science-pipelines-operator/pull/37#discussion_r1162959723 , we need a better way for e2e tests to check for the environment to set up.

Some options include:

1. delegate this same change to the odh-manifest repo (we should keep these files the same in both repos)
2. follow up with an issue (in this repo) to have a better check for dspo cr ready state.
