Description of problem:
The current verification step in section 8.3 of "Managing users and user resources" mentions that a user will see a 403 Forbidden error message when trying to access Jupyter.
However, due to https://issues.redhat.com/browse/RHODS-7718, we should specify that the user will still be able to access a running Notebook or Workbench even after getting their permissions revoked.
Furthermore, the user sees a custom error message rather than a 403 generic error, as shown below:
