Description of problem:

Links to RHODS documentation present in the RHODS Dashboard always redirect users to Cloud Service doc page, while self managed installations should be redirected to the dedicated documentation page

Prerequisites (if any, like setup, operators/versions):

Install RHODS Self-managed

Steps to Reproduce

1. goto RHODS Dashboard
2. click RHODS Documentation link from the top navigation bar (under the Question Mark icon)
3. click the RHODS Documentation link from Resources page

Actual results:

user is redirected to RHODS Cloud Service documentation

Expected results:

user is redirected to RHODS Self managed documentation
