Standardize metrics up (for metrics consumers) and down (from RHODS components) the stack in RHODS

      There is two side of the metrics subject in RHODS.

      • The RHODS dashboard exposes metrics from users' AI workloads to its users.
      • Metrics regarding the RHODS platform, to be consumed by Red Hat SRE (and maybe customer SRE/admin) or RHODS developer.

      This should translate to two separate monitoring stack, in particular because we don't want the "user metrics" causing disruption in "SRE metrics", given the latter will be used as base for SLO/SLA base.
