Allow Dashboard route to switch to OpenShift Service Mesh and change authorization to work.  By using a the single ingress for the dashboard and the notebooks and any other components, we can allow one login for all components.  We would also like to use Service Mesh to be closer to upstream distributions of Kubeflow and reduce our own custom controller logic.
