Background:

we do not need to have fetch-artifacts-pnc.yaml file in the midstream.

This is causing confusing for any new java components if they should create a file like this and how to update it.

This file is updated by CPaaS during build time and we do not store it in the midstream.

Action:

remove https://gitlab.cee.redhat.com/data-hub/rhods-cpaas-midstream/-/blob/rhods-1.24-rhel-8/distgit/containers/odh-modelmesh/fetch-artifacts-pnc.yaml (might need to change the default branch when doing this change)
