In RHODS-7405 we researched how to automatically configure Elyra to connect to a Data Science Pipelines API endpoint. From that story:

• After deployment of DS Pipeline instance.
• If ODH-dashboard can capture the API server endpoint and user detail,
  include them in a JSON format as configmap and attend them as volume mounts to the notebook while user spins up the notebook.
• the runtime shows up in the notebook setup. 

Implement the functionality to make this happen.
