[Accessibility Modal Review] Serious - Resources

Description of problem:

A11Y serious issues found for the Resources as reported in the report

1. Resources - Continue - Leave quick start modal -> When the modal dialog is activated, the keyboard focus is not placed on/in it.

2 . Resources - Continue - Leave quick start modal ->   When the modal dialog or similar element is closed, keyboard focus is not returned to the triggering element.

Steps to Reproduce

1. Navigate to the Resources page
2. Use Deque Browser Extension Pro 7-day free trial and scan the page using Modal Guided Tests or use a screen reader i.e VoiceOver to navigate through UI 
3. Observe the issues reported above
