Description of problem:

A11Y serious issues found for the Model Serving as reported in the report

1. Model serving - serve model -> When the modal dialog is activated, keyboard focus is not placed on/in it.

2. Model serving - serve model -> Screen readers can read content outside the modal dialog.

3. Model serving - edit model -> When the modal dialog is activated, keyboard focus is not placed on/in it.

4. Model serving - edit model -> When the modal dialog or similar element is closed, keyboard focus is not returned to the triggering element.

5. Model serving - delete model -> When the modal dialog is activated, keyboard focus is not placed on/in it.

6. Model serving - delete model -> Screen readers can read content outside the modal dialog.

7. Model serving - delete model -> When the modal dialog or similar element is closed, keyboard focus is not returned to the triggering element.

Steps to Reproduce

1. Navigate to the Model Serving page
2. Use Deque Browser Extension Pro 7-day free trial and scan the page using Modal Guided Tests or use a screen reader i.e VoiceOver to navigate through UI 
3. Observe the issues reported above
