Description of problem:

1. Label for the input text field should be improved to include hours.

2. Label for the input text field should be improved to include minutes.

2. Start the screen reader (e.g ChromeVox Browser Extension or VoiceOver), select the component and listen to the reader
3. Observe the issues reported above
