Description of problem:

A11Y critical issues found for the Header as reported in the [report|https://docs.google.com/spreadsheets/d/1yiSedjyrcFB_O41gIlzOIzJfXZrHUfyW2VNVL4XiZas/edit?usp=sharing:]

1. Screen recorder doesn't read the text associated with the button i.e Notifications.

2. Screen recorder doesn't read the text associated with the button i.e Information.

Steps to Reproduce

1. Navigate to the Applications page
2. Start the screen reader (e.g ChromeVox Browser Extension or VoiceOver), select the component and listen to the reader
3. Observe the issues reported above
