The idea is to use UMB instead of timer to start build-pipeline, after a poll-upstream-source job is done.

The other item in this ticket is to make sure: commit to the release branch in each Upstream repo, will auto trigger the updates in midstream's upstream-sourecs.yaml file by utilize UMB instead of default-daily trigger.
